only if a version of SJR 23, proposing amendments to the Constitution                               
of the State of Alaska relating to an appropriation limit and a spending                            
limit, is passed by the legislature and approved by the voters during                               
the 2002 general election.                                                                          
   * Sec. 14.  If secs. 1 - 12 of this Act take effect under sec. 13, they                        
take effect December 1, 2002."
